報關(guān)是指進(jìn)出口貨物收發(fā)貨人、進(jìn)出境運輸工具負責人、進(jìn)出境物品所有人或者他們的代理人向海關(guān)辦理貨物、物品或運輸工具進(jìn)出境手續及相關(guān)海關(guān)事務(wù)的過(guò)程，包括向海關(guān)申報、交驗單據證件，并接受 海關(guān)的監管和檢查等。報關(guān)是履行海關(guān)進(jìn)出境手續的必要環(huán)節之一。
